Added new _STRCMP and _STRICMP commands for quick string comparisons. Cleaned up QB64 to finish removing the QUI (quick user insert) code and folders. Altered UCASE and LCASE routines to be faster in some situations for us.

PageDescription
* ABS always returns positive numerical values. The value can be any numerical type.
* Often used to keep a value positive when necessary in a program.
* Use SGN to determine a values sign when necessary.
* QB64 allows programs to return only positive _UNSIGNED variable values using a DIM or _DEFINE statement.
