- tracks required external files for changes and triggers a rebuild if needed
- $EXEICON file
- $MIDISOUNDFONT (incl. the DEFAULT one)
- $INCLUDE (incl. nested ones)
- $EMBED files
- internal includes as forced by $COLOR or $DEBUG
