Cory Smith 72d05300d7 Improved IdeMessageBox. 
- Modified the welcome screen to get rid of the "scary" (and most likely invalid) message - at the very least it is never good advice to encourage people to disable anti-virus.
- Updated IdeMessageBox so that the horizontal bar that is in QB is now included.
- Modified the About dialog to match new Welcome dialog.
- Removed build.bat (.gitignore'd).

Cory Smith d4de4d2701 Reverting previous change to type2symbol$(); see description. 
There was a change made in v2.0.3? that appears to break the following valid code:

```vb
Function test ()
    Static a(10) As String * 2
End Function
```

There doesn't appear to be much in the summary/description of the original change as to what it was supposed to resolve; so reversing the change(s).  See b87dde8d89 for details on the original commit that is being reverted.

Also includes minor (not currently active) placeholder code for updated File menu.

Cory Smith a9b205bd63 Modified 32-bit bootstrap and release.yml. 
Instead of relying on "windows instance" to build 32-bit, separating so that 32-bit is specific. Also updated release.yml with, hopefully, better uploaded filenames.

Cory Smith fcf5b5dc55 Update setup_win.cmd; choose 32/64 bit mingw. 
With the release of 2.1, it appears somewhere along the chain of building in github actions that the 32-bit isn't successfully building a 32-bit output. In order to ease verifying as well as the added benefit of providing choice, updated the setup_win.cmd to prompt for whether you want 64-bit or 32-bit mingw.

Cory Smith c7bfef667f Remove SetProcessDPIAware. 
This looks like it may have been added about 11 months ago by Fellippe in order to make QB64 "dpi aware" - but I don't really think it works the way he thought it works and appears to be causing issues with high-resolution screens (rather than fixing it).
